眾臣工及國會議員：
My Lords and Members of Parliament,
王國發展迅速，對於列位不懈努力與支持，朕深感欣慰，在此特意致謝並致以最崇高的敬意。
I am deeply touched by the rapid development of our nation and wish to express my gratitude to all of you for your unwavering efforts and support. As your King, I offer my utmost appreciation.
此乃朕首次向內閣發表御前講話，朕相信這亦將是最後一次。
This marks the first Royal Address to the Cabinet, and I trust that it shall be the last.
首相閣下於昨日私人會見期間謙恭地邀請朕向內閣發表關於樞密院的講話，朕逐應首相閣下請求赴會。
Yesterday, in a private audience with the Prime Minister, I was humbly and respectfully requested to deliver a Royal Address to the Cabinet concerning the Privy Council. I have accepted this request.
是次御前講話中，朕將闡明兩點：
In this Royal Address, I will discuss two points.
一、君主與政府的關係
First, the relationship between the Monarchy and the Government, and
二、樞密院議長的提名及其職責
second, the nomination of the Lord President of the Privy Council and their duties.
容朕引用英國憲法專家白芝浩（Walter Bagehot），他明言「皇室與政府須相互支持、相互信任，方能發揮作用」。
Allow me to quote Walter Bagehot, an expert on the British Constitution, who wisely stated that "The Crown and the government only work when they support each other and when they trust one another."
身為國王，朕始終支持首相閣下及其內閣。內閣的責任是治國，而朕的責任則是確保良政善治。身為國君，朕擁有勉勵、警告及徵求意見的皇家權利。
As your King, I express my unwavering support for the Prime Minister and her Cabinet. Whilst it is their responsibility to govern, it is also my duty to ensure good governance. As your Sovereign, I hold the royal right to encourage, warn, and be consulted.
國會是民主的必要之器，朕深具責任應予以維護。朕已下放管治權力予首相閣下，並按照首相建議行使餘下皇室特權。這是吾等擁護之君主立憲與民主制度。
Parliament is the living and breathing instrument of our democracy, and I stand before you today with a deep sense of responsibility to uphold it. To this end, I have devolved my royal prerogatives to the Prime Minister, and I exercise my other royal prerogatives on my Prime Minister's counsel. It is the constitutional monarchy system and democracy that we embrace.
現朕將按照首相閣下提名，委命現任國防部長亞厘畢先生為樞密院議長。議長閣下將主持有關成立樞密院的會議，樞密院權力應當受限並堅守民主基礎。
On the advice of my Prime Minister, Mr Alberto, the current Defense Secretary, has been appointed as the Lord President of the Privy Council. The Lord President will chair the meeting regarding the establishment of the Privy Council, and its power shall remain limited and adhere to democratic foundations.
可敬的眾臣工及國會議員，朕殷切期待實行民主制度的域多利王國昌盛繁榮。朕深信在上帝的幫助與列位輔助下，吾等願景必能實現。
Esteemed Lords and Members of Parliament, I hold a great vision for a democratic and thriving future for our country. With the help of God and your counsel, I am resolute that we shall achieve it.
